It really depends on the individual employer. If they're large enough to have centralized HR it tends to do fuck all in my experience, since the department hiring you generally can't access the application system and HR isn't making the final hiring decision.
I tend to go with smaller = call, larger = don't. There are some exceptions, like franchises where the manager handles all the apps for their specific location, but yeah.
